Use Case: Workforce Development
Coordinating Client-centered workforce readiness and development Services and training
Supportive workforce service and training navigation
Achieving career goals—through education, certification, or a new profession—takes both specialized workforce development and the socio-economic support that helps clients stay on track.
The Shared Services Organization model can be used to coordinate the complex network of accredited university and college degree offerings, certifications, specialized training, and case management. Additionally, The Hypatia Collaborative can assess the career and supportive needs of clients to inform custom service plans, coordinates these services and their providers, manages the procurement process, and utilizes a custom database to track invoices, service assignments, and client outcomes.

Frequently Asked Questions
How could a project like this be funded?
Local governments, coalitions of public and private philanthropy, or a combination of both can provide the financial capital necessary to coordinate a program like this. An SSO can efficiently coordinate services across public and private entities while ensuring client success.
Who would provide case management to clients?
The SSO model empowers community organizations and service providers to do what they do best. Hypatia would pay case managers employed in partner organizations. This could either be by client or as a fraction of their salary.
How do you determine which services each client recieves?
Each client goes through an intake process that includes a Needs Assessment that evaluates their career aspirations, current skills and training, and social needs. This data is used to determine initial services and create a baseline for outcome metrics.
How does the billing process work?
Each service provider bills The Hypatia Collaborative for services rendered by each client. For this project, the Pinellas Community Foundation pays Hypatia to manage the project and pay for client services. Hypatia coordinates and manages the service assignments, client budget, and invoicing.
How do you measure project and client success?
We use our Needs Assessment data to measure capacity building process over the lifespan of service for each client to measure both project and client success. Clients can also designate individual metrics for success.
Why provide wraparound services?
We know that clients that enroll in workforce development programs need additional support to ensure that they can successfully complete their training or degree program. We would use a social needs assessment to identify barriers and needs of each client. This data would be used to determine the kinds of wraparound services the client would need as they go through the program.
